Mastering the Impact Pathway in Horizon Europe

Every successful Horizon Europe proposal is built around a compelling impact pathway. This roadmap shows how your project’s outputs will lead to real-world change—social, environmental, economic, or policy-related. But crafting an effective impact pathway isn't just a box-ticking exercise. It’s a strategic narrative that can define whether your proposal stands out or sinks.

What is an Impact Pathway?

At its core, the impact pathway explains how your project will deliver meaningful, lasting benefits. It traces a logical sequence from the outputs you produce, through the outcomes stakeholders experience, to long-term impact aligned with EU priorities. The European Commission places major weight on this section—one-third of your total evaluation score comes from it. This isn’t about wishful thinking. Evaluators want to see how your work translates into stakeholder action and system-level change. Tools and reports aren’t enough. You need to show uptake, influence, and alignment with EU strategic goals.

Common Pitfalls—and How to Avoid Them

Many proposals fail to articulate a credible impact pathway. Why? They’re too vague, generic, or disconnected from stakeholder needs. A strong pathway avoids phrases like “this project will improve healthcare” and instead says:
“By Year 3, 75% of partner clinics will have adopted our screening tool, leading to earlier detection in 10,000 patients.”

You should name your stakeholders, quantify outcomes, and ensure all impacts can be traced back to your concrete outputs.

Here’s a hint: start at the end. Imagine it’s three years post-project. What’s changed? Who’s benefiting? Work backwards to identify what outputs enabled that change, and what actions your consortium took to make it happen.

A Strategic Approach to Building It

The strongest proposals don't treat the impact pathway as an afterthought—they treat it as the project’s narrative backbone. Instead of listing generic goals, they build a clear and logical chain of change that links each activity to real-world effects. This starts by visualising your destination. Think forward to what success looks like after the project ends. What kind of lasting change would your work help bring about? Then work backwards to define what needs to happen along the way.

By treating impact as a process—not a promise—you give evaluators confidence. They can see how your research generates momentum, builds uptake, and creates value far beyond the project itself.

A well-designed impact pathway doesn’t just strengthen your Impact section. It informs your entire proposal: shaping your objectives, guiding your work packages, and grounding your dissemination and exploitation strategy in credibility and foresight.

Why It Matters Now

With increasing competition and scrutiny, Horizon Europe evaluators expect more than great science. They want credible, stakeholder-driven plans that deliver EU-level impact.

A well-crafted impact pathway helps you:

  • Clarify your project’s added value beyond academia
  • Demonstrate stakeholder engagement and co-creation
  • Align activities with expected EU impacts
  • Justify your DEC (Dissemination, Exploitation, Communication) plan
